Person with disability means a person suffering from not less than forty percent of any disability as certified by a medical authority (any hospital or institution, specified for the purposes of this Act by notification by the appropriate Government). As per the act "Disability" means - (i) Blindness; (ii) Low vision; (iii) Leprosy-cured; (iv) Hearing impairment; (v) Loco motor disability; (vi) Mental retardation; (vii) Mental illness. Those workers who had worked for the major part of the reference period (i.e. 6 months or more) are termed as Main Workers. Those workers who had not worked for the major part of the reference period (i.e. less than 6 months) are termed as Marginal Workers. A person who did not at all work during the reference period was treated as non-worker. Get data on Health Management Information System (HMIS) item-wise and month-wise comparison of Various Indicators of the State Sikkim. District level data of various parameters have been provided here. Main indicators are Ante Natal Care Services ANC, Deliveries, Number of Caesarean C-Section deliveries performed, Pregnancy outcome & weight of new-born, Complicated pregnancies, Post - Natal Care, Medical Termination of Pregnancy (MTP), RTI/STI Cases, Family Planning, Child Immunization, Number of Vitamin A doses, Number of cases of Childhood Diseases reported, Blindness Control Programme, Patient Services, Laboratory Testing, Stock Position, Details of deaths reported with probable causes. Ministry of Health and Family Welfare launched the National Rural Health Mission (NRHM) to ensure necessary architectural corrections in the basic health care delivery system. A continuous flow of good quality information on inputs, outputs and outcome indicators facilitates monitoring of the objectives of NHM. To monitor the performance and quality of the health services being provided under the NRHM, the Ministry of Health & Family Welfare, Government of India, is putting in place several mechanisms that would strengthen the monitoring and evaluation systems, through performance statistics, surveys, community monitoring, quality assurance etc. HMIS is an information system launched during October, 2008 which has been specially designed to assist health departments, at all levels, in managing and planning health programmes. HMIS is defined as A tool which helps in gathering, aggregating, analyzing and then using the information generated for taking actions to improve performance of health systems.

The Location Code Directory has been provided unique codes on All India basis which can be used for various e-Governance purposes. The coding convention used is as described below: 1.The State code of 2 digits within India has been used similar to the one used in earlier census. 2. The District code of 3 digits continuous code within India has been given. 3. The Sub-district code of 5 digits continuous code within India has been used. 4. The town code (only statutory towns) have been numbered within India. The town code range is 800001 - 899999. Further, the provision for new addition, merger or split cases shall be as follows: Addition Cases: In case of addition of new Villages/Towns/Sub-DTs/DTs, the new geographical entity shall be added at the end with an incremental code for that geographical entity. Merger Cases: In case of merger, the original code of merging geographical units shall be frozen and a new single incremental code shall be given to the merged unit at the end of the corresponding geographical entity. Split Cases: In case of split cases the original single code shall be frozen and new individual incremental codes shall be provided at the end of the corresponding geographical entity.
